15,000 ISIS fighters still at large in Iraq?

According to a report tweeted by David Witty on December 3 there could be up to 10-15,000 ISIS members in Iraq even though they lost 99% of their areas. He notes “US report: ISIS in Iraq not defeated but it has lost 99% of territory. There are 10-15K ISIS fighters in Iraq & attacks average 75 a month, mainly in disputed area. Attacks in Kirkuk have doubled over past year. ISIS mainly attacks government targets.”
